How about the guy standing in a Varrock bank selling (or trying to) “an invisible kite shield”
Did he get reported? you bet, probably more than once! His scam was more transparent than the ‘invisible kite shield’ :-{)

A popular scam among lower levels is armour trimming, I have reported lots of these scammers, but, what surprises me is that there is always someone trying it on, don’t they know the rules.  On the other hand how many get caught by this scam? 
Trimmed armour CANNOT BE MADE BY PLAYERS!
